Fair Opportunity and Requests for Quotes

Per FAR Part 16.505(b), each order under SEWP VI is competed at the order level using the SEWP RFQ tools, and no fair-opportunity documentation needs to accompany the order — the issuing procurement office keeps that record on its own side.

Ivoyant may only market or quote SEWP VI solutions once those solutions are listed in the SEWP database of record and visible to all Government end users. A market-research RFI is the one exception: Ivoyant may include an item that isn't yet on its SEWP contract, provided the item is clearly labeled as not yet available and a technology-refreshment request to add it has been submitted.

For a formal RFQ or Market Research Request, Ivoyant may quote only items already on its SEWP VI contract, at a price no higher than what's reflected in the Attachment F database of record at the time of the quote. If Ivoyant's contract doesn't cover enough of a Formal RFQ's scope, the correct response is a No Bid rather than a partial quote — unless the RFQ itself allows partial responses.

Every quote to a Government end user must state how long it remains valid, and Ivoyant will honour any order placed within that stated window. Responses to RFIs or RFQs issued through the SEWP on-line quoting system follow the procedures in Attachment C, the Contract Holder User Manual (CHUM).

Consistent with SEWP program rules, Ivoyant will not repurpose Government-only information from the SEWP Contract Holder page — RFQs, RFIs, and similar materials — for anything other than responding to posted SEWP requirements, and will not pass that information to non-SEWP third parties to help them submit unsolicited proposals against agency requirements already posted in the SEWP system.

  2. 2Submit a Request for Quote through the NASA SEWP Quote Request Tool at sewp.nasa.gov (select Category C), or reach out to Ivoyant's SEWP Program Manager directly for a market-research quote.
  3. 3Ivoyant returns a quote and CLIN verification file through the SEWP tool.
  4. 4The ordering office issues the delivery/task order citing SEWP contract number 80TECH26D1835 and submits it to the SEWP PMO at sewporders@sewp.nasa.gov (fax: 301-286-0317).
  5. 5The SEWP PMO validates the order and assigns a SEWP Control Number (SCN); Ivoyant begins performance once the SCN is issued.
